feat(fe): 暂时下线社区评论入口（commentsEnabled=false），页面与代码保留

社区卡片评论按钮用 commentsEnabled 开关隐藏；comments 独立页、openComments、后端评论接口全部保留，改回 true 即可恢复。 Co-Authored-By: Claude Opus 5 <noreply@anthropic.com>
